I am going to preface this with "It's not my bike".

I just so happen to be the motorcycle mentor for my unit, one of my riders owns a '03 883. The owner is very short and the bike flat out does not fit the way that it is right now. This individual refuses to ride anything that isn't a Harley and seeing as how I don't know much about the FLX/FXR/MNOP codes for Harley's I'd ask on here.

I'm trying to find options for this rider to mod the bike to make it work. Looking for mid-controls and a pull back bar. Where might I look? What is gonna work?

Good grief! How short is this guy!? The 883 is not exactly a tall bike to start with. Look for information on the 883 Hugger model. It had a 27" seat height. Getting a seat that narrows at the front will help keep the legs from having to be spread so wide which in turn helps flat-foot easier. Here's a kit that might help.

Can put on lower rear shocks, can shave the seat. Those are easy fixes that can gain you an inch with each...

TG, we're talking like 4'10". I was thinking about unbolting the forward controls and just moving them back to the mid-mount position and figuring out the linkages from there. My primary concern is getting the controls within easy reach of the rider. Seat height doesn't seem to be as much an issue.
