first off yeah this guy sounds like an idiot... if he's talking about a ninja 250 going REAL fast
... also the valve adjustment could be an easy fix, and you should do it yourself (170 is a huge ripoff).
1200... idk say you have 1000 cash and see where it goes. but be cautious on this one, doesnt seem like the best deal considering you could probably find a clean one for around 1500
