I never read the legislation so I don't know about #1... I can't imagine a bike built at least partially on an assembly line would count. Might be able to pull off #2, except for the fact that if you move to FL you only have something 10 days to get FL tags and a license... If that guy's a CO resident, I think he could pull that off.

Not sure that I agree or disagree with the moving violation as much as I think the $1k ticket is fucking ridiculous.
