Because it is cheaper to buy and maintain 10 $2500 Rebels than 10 $12,000 Sportsters, not because 250cc is the engine displacement promoted by the MSF.
I think there's a bit more to it than $... after all you don't want a noob grabbing a fist full of throttle and looping the bike back on themselves.

they want something that's light, can take a fall, and is forgiving.

guarantee they'd pick 250's over any bike if they're all priced the same.
