This is something pushed by the French. They got UK along for the ride. The arab league was supportive of the action (though not anymore now that it has gone beyond the initial no fly zone).
We are along for the ride because were asked to support the initial ops and we have the best capability for some of the things required.
The French and the British just need to work out the details on who handles what and we should be able to step back to a more minor role.

It's a military operation. The French are spearheading it. There is a UN mandate. The US is involved in a minor or support capacity.
