They didn't poison food grade or medical alcohol. This was INDUSTRIAL and MANUFACTURING alcohol. It's not a stretch to call it a public safety effort- the same as adding the rotten egg scent to the natural gas that comes in your house. I'm only surprised it hasn't always been poisonous/had additivies, since obviously it was never meant for consumption.
