Prolly cuz the whole honeycomb absorber behind the bumper cover usually needs to be replaced too. It's not like the old days where you had a steel bar supported by 2 big struts. I plowed down 2 signposts in my little Rabbit back in high school yet there was no visible damage.

Some asshole backed into me rubbed off some paint, but there was no visible damage other than that. I guess it's just cheaper to put a new bumper on than remove the original paint because of labor costs?
