For a short time Apple had a policy that the iPad could only be purchased with credit or debit cards. A woman tried to pay cash for one in San Fran and was denied. Apple said this was the most effective way to enforce their 2 iPads per person policy. If you buy 2 at one Apple store and then try to buy 2 more at another Apple store, or the same store but later, with the same card their system isn't supposed to let you.
