Is this really xenophobia, or a legitimate complaint? Could be either, IMO.

Also, if you were living in an apartment complex and you had a family of 8 move in above you, I'd bet you guys would want to know whether they're here legally.

The complaint is legitimate. That xenophobia as a small town trait seems fairly universal though.
