Before you get all bent that charges weren't filed yet, I'd be willing to bet a dollar the DA is getting all their ducks in a row BEFORE charges are filed.
Don't want a simple clerical error to allow the guy to walk free. |

He should have been arrested, and breathalyzed immediately.
Anything else is bullshit. Charges can be added, amended. Somebody's got friends.
