Fuck news organizations trying to get people riled up.

Gates wants study so he can have some facts and figure available when some asshole comes up to him and demands a study hence taking away valuable resources for from shit that needs to get done.
Gates demands new process be followed.
Looks like there was a learning curve.
GAO doesn't like some of the artifacts because it didn't meet their best practices\guidelines. So they issue an official government "Meh"
