Am I reading this wrong? Sounds like the cab driver was driving like a dick, got pulled over by a cop, was asked for his license, refused, then pushed a cop. Sounds like the asshole is the cab driver.

I'm more inclined to believe the cabbie that has less of a reason to lie than the cop. If an off duty cop did that he would get in serious trouble, loose his job etc... A cabbie shoving an off duty cop might get a heavy slap on the wrist if he can show any doubt that the officer was not acting as an officer.
