Thieves get what they deserve. If you're dumb enough to steal copper from buildings and not check that the power is off, you get what's coming to you - in most cases 120-277V, somewhere between 100-600A.
Besides, in this state, stealing copper wire is a felony.

This happened maybe 3 minutes from my front door. I should go over and check if they have signs up.
No one needs to tell you not to break into someone else's home or place of business and, if you do, it's your own look-out.

see here if they cut their wrist on your window while breaking in they can sue you for the unjury. worst part is they'll probably get their law suit through the courts before they get charged for theft. so when it's all said and done they will get your things and sell them and then sue you for injuries and your money will pay their restitution and fines for the theft. poor criminals need more rights.
