Judging from the article alone, and the fact that they reference the Officer's repeated issue with the public, seems like a blatant abuse of his powers.

True...but the cop has a record, and he is currently suspended for something and they wont tell what it is. I'd lay my bet its something along these same lines.

Yes, I'd say there is a really strong possiblility that there is more to the story... Sure there are power tripping cops, abuses of power, etc... but the media rarely takes the time to gather all of the information before pulling the trigger... then if they figure out they are wrong, the correction is buried behind something more sensational.
