I agree that the kids have gotten worse. Take Halloween for example... I quit doing it because of the kids and parents attitudes. No trick or treat greeting, no thank you, and no common sense... no light = no candy. So we turn everything off, and either go downstairs to watch tv or leave. Last year we took my niece out.

I remember this great story when I was a kid... there was this teenage driver (guy) that kept speeding past the house... one day my dad was out by the street for some reason and yelled at him... the kid came back by an hour later and my dad through his tea cup at the side of his car. All hell broke loose but my old man wasn't backing down. Cussed that kid up and down. Told him to slow down while he pointed at us kids playing. The cops got called and the kid came back with his parents... his parents spoke about wanting my dad to pay for the damage to the car. He said he would but then he was signing a reckless driving ticket on the kids driving... cops agreed to the idea so the kid and parents left. I wanna say the kid stopped exiting the sub division a different way for a while. LOL

Does Canada have the equivalent of Section 8 housing (government subsidized rent for the poor)?

On the speeding thing others mentioned I love the people who drive 5mph under the limit in their own neighborhood but do 15 over in other neighborhoods. It it particularly noticeable in larger developments where their pace is determined by proximity to their own house.

We have 'community housing' and rent assistance programmes. One of the units whose kids were causing problems was a welfare rent. They had borders too, but they moved out, before they could be reported.

Kids haven't changed. Parents views on discipline and society dictating what is punishable by corporal discipline has changed. Kids have, and always will, push to see what they can get away with.

So it sounds like I should build a clock tower on top of my unit, then climb it with a pellet gun.

They play soccer on the grassy knoll. They have absolutely no cover.

Do they have quick reload pellet guns? Mine was a pain in the ass to reload. A airsoft or paintball gun may be a better option. Get all the kids before they take cover.
