Um, people don't "constantly change" their IP addresses.

IP address blocks are assigned by IANA. Your ISP may choose to "leverage" their assigned block to the max by using DHCP to assign them to users dynamically, on a "first come, first serve" basis, in the assumption that not everyone will ever be logged on at once. That way (theoretically, at least), they can have more customers than they actually have IPs.

This means that, unless no one has grabbed an IP in the meantime, or you've just lucked out, and the same number has happened to "come back around", the chances of actually getting the same IP again are unlikely each time you log on.

I'm talking about people purposely doing it with those IP changer programs.

Anonymous proxy.

It's still done through assigned blocks of IPs, and does not "use up" any more IPs.
