14 and 26. I'm horrible with names and sketchy with foreign languages. I can get around in German, Spanish and French-but not proficient.

NO, those are exactly the people that should know how. Maybe if they did it more often they would do one of two things... take themselves out of the gene pool OR get better at it.

It would be pretty damn hard to take yourself out with either of those two, so much so you wouldn't be capable of hardly anything on that list.
Welding is too specialized a skill, too many people think they can weld and are completely shit at it. Welding is for qualified individuals unless you want crap. Inspected too much of that shit for people to think anyone can do it. You really know it's not for everyone when even computers can't do it right.
