I think that RIAA is of the belief that anyone who has any recording of music by an artist who normally sells CDs should have paid for that recording. So if you have a copy of a song on your computer and you had paid for that CD, it's okay. But, if you are the only one who paid for that CD, yet your friend borrowed your CD and made a copy of it, then your friend is a thief because he didn't pay for the CD directly. If the CD cost was 12.50, then a total of $25 should have been spent since there are now two copies of the CD. However, if your friend only copied one or two songs off the CD, he is still a thief because the artist, recording company, et al should have received some proceeds from the one or two songs that your friend now has in his possession.

So yes, I think almost everyone in the US has been a thief at one time, according to RIAA, anyway. Who here has NEVER copied a song from a friend's CD, casette, etc. that you did not own and/or let your friend copy music that you owned.
