He's in uniform, yes. Was he actually on duty? Or were he and his wife/girlfriend roleplaying? Maybe the wife wanted to pretend he pulled her over and she was trying to get out of a ticket. Or maybe he was simply banging some chick while he should have been working.

I don't remember where I saw it but he was screwing his mistress during his working hours at a police compound, and was fired from his job soon after

The matter is whether or not he was on the clock. If not, the problem is very different and should be treated like any other person. If the charges stick, then he may or may not loose his job due to it.

What you do, when in uniform, effects the way that people perceive the uniform. For that reason many (most?) departments have disciplinary standards, for such things. New Mexico State Police have standards that cover both on- and off-duty behaviour:

C. Employees shall conduct themselves at all times, both on and off duty, in such a manner as to reflect most favorably on the department. Conduct unbecoming an employee shall include that which brings the department into disrepute or reflects discredit upon the employee as a member of the department, or that which impairs the operation or efficiency of the department or employee. These shall include but not be limited to the following:
