The short answer is yes. Anything you send across an unsecured wireless network is visible not only to your neighbor but to everyone within range of your PC. Also, depending on what state you're in, it might be illegal. Some states have a malicious intent clause, and it's only a crime if you connect with the intention of causing harm. Others make the access illegal regardless of intent.

If you really want to have some fun, you should setup your own wireless router so his PC will connect to your network. Then you can alter his internet traffic. I'd go for something subtle like introducing occasional random profanity into his outgoing emails.
