The idea behind it with red light cameras (and speed cameras) is since there is no criminal element to the citations (no points), only a fine, the state can do whatever they want. I disagree and think the use of the devices is bullshit.

Something like that.

Its not a "crime"...its a "violation" pf state code therefore all the normal legal stuff is out the door.

YET you can be charged with a crime and arrested for not paying the fines.
