Actually, there is a time distortion effect associated with boobs and men's eyes.
As we look down toward the cleavage, time begins to slow down.
Therefore, although we may think women are getting frustrated at a quick glance downward, we've actually been staring for 30 seconds to a minute or more.

As a well endowed female I have just resigned myself to the fact that my eyes are not what guys will automatically look at and unless I am wearing a moo-moo their eyes will drift downward. I don't take it personally. And I agree with the guys who say dont wear low cut shirts if you are going to get mad at guys looking at the girls.
