Well, since we're posting all this out loud for the world to see.
The vin should be stamped in, correct? If so, then what about gently sanding it down smooth and re-stamping the new one in? This would be more work and if done properly, would be all but perfect. I realize that you could still x-ray the frame and tell that it had been changed, but unless you get in some sort of terrible crash that kills a bus load of pregnant women with small children too, then it should never get another look. ???

if i get it welded on right, it wont cause a second look. the bike wasnt stolen, the frame was paid for, and i'm only using the part of the new frame that has a title. it's the same if i got in a wreck and wanted to put another frame on it to fix it. i'd title it witht he new fram rather than the old mangled one.

Well, yes and no again. According to NC state law, the vehicle in question has to be title per the frame. This means that body swaps are allowed and do not cause any problems, but if the frame is swapped then you have to carry over the title from the new frame to the vehicle. You simply are not allowed to swap only the VIN from one to another.
I understand what you are wanting to do and I have done it myself (in a roundabout sort of way) so I don't blame you for what it is that you are doing. I too would look for the most simple way out. Just be carefull about the process so that it doesn't bite you on the ass later.

fuck it, i'm sanding off the old vin and writing the new vin on a piece of duct tape that i will slap over it and if a cop asks me if it's legit then i'm telling him it was built this way and then showing him my balls.
