The Dyson only moves air, it doesn't cool it. Get one of the window AC units if they are allowed where you live (some places ban them as they are energy hogs). The basic ones cost about 1/3rd of the Dyson fan.

Either you're sharing A/C units, they are too small, or they need to be serviced. I'd bitch at them till their ears fall off on getting it fixed.
