So, the "come back in" date was last Friday, an offer letter was presented at the meeting.

Nope.
Then again, no offer was made (to me). My brother is the candidate and negotiations are on-going. He's asked for my input as the process has gone on and I had to find out what others have experienced in regards to "coming back in" before an offer is made. Like you, I hadn't seen it handled that way and was instantly a little leery.
