They are kinda going after the brake checker kinda hard though. Reckless driving fine, but all that other bullshit they are charging him for when he never left the scene of the first accident and didn't attack the car is overboard.

I am not sure how that is even possible since he was walking up to the SUV and his bike wasn't in the way when the SUV took off.

It may have something to do with mirror punching and attempts to open the driver's side door, that occurred at the original incident site. Somewhere I saw some higher resolution video, in which you can see a bit more detail. I'll post it if I can find it again.
