Uh yeah, that's comforting.

Some 21-22 year old is responsible for reading & interpreting, and notifying his boss of the important aspects........Meanwhile the vast majority of their mental energy is focused on deciding which clubs they're going to hit or which co-worker they'd like to hook up with.

So I guess the 30-50 year old aides better step up to the plate.

Aides come in all ages and levels of experience.

And which of those people are put in charge of tedious tasks like combing through 2,000 page documents? Likely the youngest, lowest-paid ones.
