google transmits over the network your speed, so theoretically a cop can intercept that transmition as you drive by and focus in on you based on what your phone tells them, or confirms what they observed based on requested phone data. I do know that in 99% of the cases out there GPS data is thrown out in court as a way of defending someone. I would assume that police would get the same standard, but I do believe that they would be given free reign to use any gps info collected from your phone sending info out.
