I don't know what happened to them after the fact, but they hauled them away in cuffs...

Hearts and minds of the public that lost homes. You would want them watching over your property if there was 3' (or more) of water around it and nothing but some dirt or sandbags saving it, and some douche decides to play speedracer and his wake goes over or wrecks your dike...
