My freshly re-charged battery read 12.6 volts on the multimeter with the ignition off. After cranking the bike, the battery showed 11.8 and voltage slowly decreased the longer the bike ran. No wild fluctuations, just a steady decrease.

Does this indicate a bad battery that can't keep a charge, an alternator that isn't supplying a proper charge, or something else?

There should be a wire on the battery that is from the charging system. Pull that from the battery and check it for volts.

But I'm guessing either your VR (rectifier) or stator is bad. UNLESS you have a fuse or circuit breaker on that system (which you should have). Check that first, obviously.
